The investigation into the Dăeni dog shelter case in Tulcea County has formally come to the attention of the Police. Prosecutors from the District Court Prosecutor's Office in Mizil, together with officers from the Economic Crime Investigation Service in Prahova, have opened a criminal file covering charges of abuse of office, embezzlement, intentional killing of animals without legal grounds, and torture of animals. [1]
The main suspicions target three commercial companies that, according to investigators, concluded contracts with municipalities to take custody and transport stray dogs to the private shelter in Dăeni. It is suspected that representatives of these companies illegally appropriated amounts exceeding 129,000 lei, even though the contracts stipulated that accommodation, treatment, and food would be provided for the animals. [1]
The case came to light after animal lovers filmed and posted images of dogs from the private shelter in Dăeni showing advanced stages of malnutrition, lying on concrete in a lethargic state and lacking any medical care. These images sparked public outrage and triggered a criminal investigation to establish liability. [1]
The investigation also concerns allegations that veterinarians employed by the three companies illegally euthanized dogs captured under contract provisions, even though the animals were not in a public shelter designated for municipal management. Judicial sources mention that the issues may involve not only the private companies but also the administrative-territorial units that delegated responsibilities to them. [1]
Economic Crime Investigation Police officers conducted 18 raids on Thursday in Prahova, Tulcea, Ilfov, and Constanța counties, at municipality offices, commercial company headquarters, and stray dog shelters. The raids aimed to discover documents necessary to complete the evidence and to establish the entire scope of the criminal activity. [1]
Municipalities in Prahova County that allegedly concluded contracts with the three suspect companies include those of Albești Paleologu, Blejoi, and Puchenii Mari communes. Police officials state that between 2025 and 2026, several administrative-territorial units in the county contracted these services through direct award, thereby violating legal provisions regarding the management of stray dogs. Following the raids, six individuals will be taken to the Police headquarters for questioning. [1]
