Two employees of the Water Basin Administration Olt were placed under pretrial detention by the Brașov Court, accused of taking bribes. The judge's decision regarding rights and liberties was motivated by the probability of committing an offense and the risk of influencing witnesses or other persons involved in the investigation. [1]

According to prosecutors from the National Anti-Corruption Directorate (NAI) Brașov, the two defendants received a total of 16,000 lei on two occasions. These funds were offered by representatives of commercial companies operating in the extraction and sorting of mineral aggregates, with the aim of avoiding contraventional sanctions or obtaining smaller fines for irregularities found. [1]

The acts are attributed to August 12, 2026, during inspections carried out at the work locations of economic operators in Brașov county. The first incident involves a sum of 10,000 lei, and the second one, 6,000 lei. In exchange for the money, the administration's employees would have promised not to apply sanctions or to impose milder measures relative to the identified violations. [1]

The criminal action was set in motion and the detention of the two was ordered previously on Tuesday, for a period of 24 hours. After questioning, the court ordered pretrial detention. The two defendants were informed of their procedural status and the charges, in accordance with the provisions of the Code of Criminal Procedure. [1]

NAI Brașov prosecutors stated that the investigation is ongoing and that there are indications linking other individuals to involvement. In this regard, criminal prosecution measures are being conducted against other identities not yet known to the public, with investigations continuing to determine the extent of the corruption network. Two inspectors from Apele Române arrested for bribery. Diana Buzoianu reacts: It is good that the inspectors from Olt were caught

Two employees of the Water Basin Administration Olt, Băviță Daniel and Trușcă Constantin Alin, ended up in pretrial detention for 30 days after NAI prosecutors charged them with taking bribes. The pretrial detention decision was taken on November 4, 2026, by the Judge of Rights and Liberties at the Brașov Court, which accepted the proposal of NAI prosecutors – Brașov Territorial Service. [11]

The investigation covers two distinct situations, registered on August 12, 2026, when the two inspectors allegedly conducted inspections at the work locations of commercial companies in Brașov county. According to evidence collected by prosecutors, they allegedly requested and received, on two different occasions, 10,000 lei and, respectively, 6,000 lei. The money was solicited so that the inspectors would not apply contraventional sanctions for discovered irregularities or issue less severe measures relative to the established deviations. [11]

The two were detained for 24 hours on November 3, the date on which prosecutors also ordered the initiation of criminal proceedings. Subsequently, the court ordered their pretrial detention for a period of 30 days. NAI specifies that investigations continue regarding other persons involved in the case. [11]

Diana Buzoianu complains about irregularities in inspections of gravel pits in Olt. The case also prompted a reaction from the former Minister of Environment, Diana Buzoianu, who drew a connection between the investigation into the inspectors from Apele Române and problems previously signaled in Olt county, in relation to mineral aggregate extractions. [11]

In a post published on Facebook, the minister welcomed the arrest of the two employees but argued that the situation could represent only part of a wider phenomenon of corruption and tolerance of illegalities in inspection activities. Diana Buzoianu brought to attention a case of a gravel pit which she claims expanded over an area of 75 hectares without being verified by responsible inspectors. According to the former minister, the extraction caused damage amounting to millions of lei to the Romanian state. [11]

Update

Diana Buzoianu accuses PSD of protecting illegal gravel pits in Olt, following the arrest of ABA OLT inspectors

Two employees of the Water Basin Administration Olt were placed under pretrial detention, accused of having accepted bribes from company representatives to not apply sanctions. The former Minister of Environment, Diana Buzoianu, reacted to the news of the arrests and leveled new accusations against PSD. She claims that illegal gravel extractions in Olt county were protected by individuals close to the party and complains that inspectors who discovered irregularities lost their inspection vehicles. [12]

Diana Buzoianu accuses links between PSD and illegal gravel pits in Olt [12]

In a post on Facebook, Diana Buzoianu recalled previous inspections conducted in Olt county, where illegal extractions of mineral aggregates were discovered. [12]

“Olt. The place where I showed how an illegal gravel pit stretching over 75 hectares was never inspected by the local inspectors. A gravel pit that brought millions of lei in damages to the Romanian state,” wrote the former minister. [12]

Buzoianu accuses Adrian Barbu, director of the Olt Water Management System, of close ties with PSD. According to her, Barbu was supported by the party to occupy various public positions in recent years. The former minister also claims that his father’s company has contracts with public funds worth tens of millions of lei in Olt county. [12]

In her view, these political links would explain why inspectors under Barbu’s authority did not discover the illegal extractions. Buzoianu asserts that those gravel pits have ties themselves to local PSD leaders. [12]

“Surely it wasn't the only case of bribery so that inspectors in Olt wouldn't look. And surely the 2 inspectors weren't the only ones doing everything possible to cover up illegalities,” she stated. [12]

The former minister also expressed doubt that those responsible would end up being convicted. [12]

“Will there be convictions over 2 years from now for those who hid illegal gravel pits with damages of 20 million lei for the Romanian state?” Buzoianu asked. [12]

Inspectors who discovered the illegal gravel pits lost their inspection vehicles [12]

Diana Buzoianu also drew attention to the situation of inspectors from the Water Basin Administration Jiu, who conducted inspections in Olt county. According to the former minister, they lost the right to use service cars following a decision taken by the director of the Jiu Basin Administration, Daniel Naicu, who is also a PSD county councilor. [12]

“All we know at this point is that inspectors from Jiu, those who discovered the illegal gravel pits in Olt, have just lost their inspection cars, due to a decision made a few days ago by the director from Jiu, Daniel Naicu – also known as a PSD county councilor,” wrote Buzoianu. [12]

She argues that the measure affects precisely those employees who identified the illegal extractions and damages to the state. This is not the first time the former minister complains about this situation. On November 3, Buzoianu accused the leadership of the Jiu Basin Administration of preventing inspectors from carrying out their activity by withdrawing their right to use service vehicles. At that time, she criticized PSD and the new leadership of the Ministry of Environment, after Natalia Întoaroș announced the continuation of inspections against illegal gravel pits. [12]

Daniel Băviță, head of the Basin Inspection Service for Waters within the Water Basin Administration Olt, and Inspector Constantin Alin Trușcă were placed under pretrial detention for 30 days. The two are under investigation by NAI for taking bribes. According to prosecutors, on August 12, 2026, they allegedly requested and received the sums of 10,000 lei and 6,000 lei from representatives of two companies in Brașov county. The companies carried out activities related to the extraction and sorting of mineral aggregates. [12]

In exchange for the money, the Apele Române employees were supposed not to impose fines for discovered irregularities or to order milder measures. [12]
